20 Rusunami Units in Jakarta Troubled

The construction of vertical residence like as low-cost subsidized apartment (Rusunami) that formerly intended to anticipate the minimal land in Jakarta, in fact, find some troubles at a later time. This condition makes Jakarta Provincial Government does not issue the construction license again, except it is owned by State Housing Company (Perumnas).

Head of Jakarta Residence and Building Department, Ika Lestari Adji stated 18 percent of apartment are troubled ranging from the license, study, and also the absence of tenant associations (PPRS). 

"Of the 18 percent, if it is totaled from 107 apartments, there are about 20 units troubled. The troubles are very complex," she told, at City Hall, Tuesday (4/28).

She disclosed, currently the apartment in Jakarta is about 107 units. The apartment is the property of developer or private side and it is not Jakarta government's asset. 

"Based on the record, there are only 107 units, it's not our asset but the developer's," she explained. 

According to her, those units' license cannot be suspended. Because, previously there have been an agreement between the developer with bank side related to the apartment installment. 

"The existed apartment will still exist, as they have had an agreement with bank side, they pay by installment," she told. 

Ika added, in accordance to governor's instruction, the license of apartment construction in Jakarta is no longer issued. The reason is, the apartment owned by private developer is difficult to be intervened by the government due to no coordination with the management. 

"Mr. Governor's policy is no longer issue the license for apartment. Due to the apartment is owned where it means it has been owned. We cannot intervene anymore. Eventually, the policy is constructing apartment," she disclosed. 

Learn from the experience, she continued, in the future, Jakarta government will develop the low-cost apartment (Rusunawa) for lower-income people in the city. Moreover, subsidy which is given by government all this time is often misdirected. 

"The apartment is sometimes subsidy from government and accepted by rich people. But now we have to protect it thus it is not traded or rented on rent," she disclosed.
